Controller of Defence Accounts, Bangalore

FROM THE PRINCIPAL CONTROLLER’S DESK

In keeping with the efforts and belief of this Organisation, we had announced our decision of holding a "Jawans’ Grievance Redressal Meet" for PAO (ORs) MEG & C for the station of Bangalore during May 2012. It is with a certain degree of pride that I announce that not a single complaint was received from the MEG Jawans stationed/based at Bangalore and because of which it has been decided not to hold the Meet. However, similar interactive exercises with Army Jawans have now been planned for other stations where senior officers of this Organisation would be interacting with Jawans and educating them on various issues like publication of DO II, their pay matters, IT recoveries, etc. The first such exercise is planned for the soldiers of the SW Command, sometime in June this year.

As a step further towards our goals of accountability, transparency and openness, we tried to provide more & more information on the official website of this Organisation. This include information on MAP Phase-II, Rent Analysis, Forecast Return, Yardstick for valuation of steel, Term Contracts, Contract rates of CHT, Rates of ASC Contracts of fresh items and CHT. But we do intent sitting back on our laurels & achievements made thus far. We look at this as a mere beginning and look forward to suggestions from all stakeholders on what more information could be put up for the benefit of all concerned.

Before I end, I would like to draw the attenti0n of all concerned towards the new provisions relating to tax deduction at source (TDS) under the IT Act, 1961, which is effective from 1.4.2010. It may be noted that tax at a higher rate or 20% will be deducted on all transactions liable to TDS where PAN of the deductee is not available. Therefore, it is enjoined upon all to apply for their PAN immediately, if not done so far. This will help us in serving you better.

I wind down with warm wishes to everyone & reiterating our promises to constantly strive towards achievement of higher degree of transparency, accountability & openness.
